**SUMMARY:**
On 17-18 August 1997, applicant was subjected to torture by police inspector Victor Dulce in Chișinău police station (Case No. 1).-568/98 The torture was officially confirmed by court judgment10.1998 on 13.. Despite full rehabilitation by Supreme Court (2009), Moldova continues to block rehabilitation and refuses effective remedy.
